"w , ~% Board of Selectmen Minutes October 4, 2016 Memorial Hall, SO1 Washington Street, Canton, MA Salah Meeting Room 7:00 p.m. Board members Chairman Robert E. Burr, Jr. ~ Vice Chairman Mark J. Porter ~ Clerk Kevin T. Feeney ~ John J. Connolly ~ Victor D. Del Vecchio The meeting was called to order at 7:08 p.m. It was noted that Town Administrator Charles Aspinwall was not in attendance. Executive Assistant Tina Carlton was attending in his place. The Town Auditors, Tony Roselli and Paul Gargano, from Roselli &Clark, were before the Board to present the annual report. Mr. Roselli noted that for the third year he was pleased to give Canton a clean opinion. He noted that Canton is one of 35 communities that has a AAA bond rating, which is the highest rating that can be given. There was a discussion regarding long term financial planning and the funding of OPEB. Canton currently falls in line or better than ninety percent of the communities in Massachusetts with its current funding of OPEB and the recommendation was for Canton to continue on that path. Mr. Roselli noted that the findings in Canton over the past years have been corrected as recommended. He noted that the Town should be prepared for malware attacks as they have been happening more frequently to municipal computer systems. The Board thanked Mr. Roselli and Mr. Gargano for their presentation. Laura Smead, Town Planner and Seth Pickering, Massachusetts Department of Energy Resources gave a presentation on Green Communities to the Board of Selectmen. They provided an overview of the criteria of becoming a Green Community. If Canton were to be named a Green Community, the Town would be eligble to receive grant money. Ms. Smead explained that she would be working towards including this matter as an article for Annual Town Meeting 2107. She noted that the five criteria to be met was to allow as right renewable energy or renewable manufacturing or research and development, adopting Chapter 40, a 20% reduction plan, a fuel efficient vehicle policy and to minimize lifecycle costs/stretch energy code. She noted that the Schools need to be on Board as well.
