Connolly, Cl Minutes Executive Session Board of Selectmen June 10, 2014 Memorial Hall - Salah Meeting Room Present: Victor D. Del Vecchio, Chairman, Avril T. Elkort, Vice-Chairman, John J. Connolly, Clerk, Robert E. Burr, Jr., Member, Gerald A. Salvatori, Jr., Member, William T. Friel, Town Administrator, Jennifer Bright, Administrative Secretary. Meeting was called to order at 9:05 p.m. Also present were Jody Middleton, Human Resource Administrator, Ken Berkowitz, Police Chief, and Ed Walsh, Building Commissioner and President of AEA. There was a discussion concerning the Animal Control Officer position. The Animal Control Division was changed from being an independent department to being a division of the Police Department a few years ago. The Animal Control Officer position was not removed from the Administrative Employees Association, which is the Department Head's union. The issue has become that even though the ACO position is no longer a department head, the job description itself has not changed and it has not been removed from the AEA. There was a discussion between the Board, Chief Berkowitz and Ed Walsh. The Chief would like to position's job description to be re-written and for the position to be removed from AEA. Mr. Walsh agrees with re-writing of the job description but does not agree with removing the position from AEA at this time and acknowledged upcoming negotiations. The Board noted that it will need to negotiate with the AEA to remove the position from the union if that is what they decide to do. Mr. Walsh was asked to discuss with AEA members what would be reasonable terms. The Board authorized Town Administrator Bill Friel and Human Resources Administrator Jody Middleton to begin discussions with AEA regarding the possible removal of the ACO position from the union and to a complete position rewrite to reflect police supervision. Motion was made to adjourn the meeting at 9:53 p.m. Respectfully Submitted,
