Minutes Executive Session Board of Selectmen April 29, 2014 Memorial Hall - Salah Meeting Room Present: Gerald A. Salvatori, Jr., Chairman, Avril T. Elkort, Vice-Chairman, Robert E. Burr Jr., Clerk, John J. Connolly, Member, Victor D. Del Vecchio, Member, William T. Friel, Town Administrator, Jennifer Bright, Administrative Secretary. Also present were Jody Middleton, Human Resources Administrator, Karen Zukauskas, Deputy Assessor, Rocco Digirolamo, Board of Assessors and Dan Flood, Board of Assessors. Meeting was called to order at 9:00 p.m. Mr. Friel briefed the Board of Selectmen on the reasons for holding executive session. He noted that Ms. Zukauskas was seeking an equity adjustment in pay as she felt her salary was below average among comparative Town's salaries for Deputy Assessors. He also noted the Board was being asked to review the staff hours of the Assessor's office and the matter of the weekly overtime and compensation accruals being added to the staff payroll. Ms. Zukauskas noted that she had conducted a salary survey of surrounding Towns and explained that her salary was under the average. She also noted that other Towns are "farming out" the part of her job regarding the issuance of building permits and she does it in house. She noted that she is saving the Town money by doing that part of her job in house. Ms. Middleton concurred with Ms. Zukauskas on the salary survey and noted that her salary was indeed under the average. Mr. Flood told the Board that the Board of Assessors had met and had voted to give Ms. Zukauskas a $15,000 equity adjustment spread into two equal payments of $7500 over the next two years to bring her in line with her peers. Mr. Friel noted that as part of Ms. Zukauskas initial transition from Assistant Deputy Assessor to Deputy Assessor the building permits had already been added to the calculation of her salary. Ms. Middleton suggested that as a compromise Ms. Zukauskas be brought in line with other Department Heads and be paid on a 40 hour work week, therefore raising her salary to $93,017.60 for FY15 and then a 2% cola for FY16 which would bring her to a salary of $94,877.96. Ms. Zukauskas and the Board of Assessors agreed with this approach. The Board noted that as part of this increase in salary, Ms. Zukauskas was tasked with restructuring her staff's hours to bring them in line with the AFSCME contract of each working a 35 hour work week consisting of 7 hour days 5 days a week. Currently both staff members were working hours that were inconsistent with the AFSCME contract and earning overtime and/or compensation on a weekly basis. Also, she was told to no longer employ the part time non-AFSCME employee who was working on Friday afternoons only as that was a violation of the contract as well. Also the Board of Selectmen took the
