Executive Session Minutes
Board of Selectmen
May 13, 2013
Teachers Meeting Room
Canton High School
Present: Robert E. Burr, Jr., Chairman, Avril T. Elkort, Vice-Chairman, Gerald A. Salvatori, Jr., Clerk,
Member, Victor D. Del Vecchio, Member, John J. Connolly, Member, William T. Friel, Town
Administrator, Tina Carlton, Executive Assistant, and Jennifer Bright, Administrative Secretary.
Paul DeRensis, Town Counsel, was also present.
Meeting was called to order at 6:35 p.m.
The Board had a discussion concerning the SHOD (Senior Housing Overlay District) zoning article which
was part of the warrant for Annual Town Meeting 2013. There was a discussion concerning the fact that
the development agreement was still not in its final form and had not been reviewed by Town Counsel.
Selectmen Salvatori briefed the board on development agreement progress.
Attorney Dick Staiti, attorney for the developer, Brightview, joined the meeting at 6:30 p.m. to continue
discussing the development agreement.
Paul DeRensis, Town Counsel, advised that the development agreement was not ready legally to be
executed at tonight's meeting. Holding the article until the session on Wednesday was discussed.
Attorney DeRensis advised that it was in order to hold an article until after article 41 had been drawn
(Appropriate funds to meet expenses for next fiscal year).
The matter of Paid Police Details (at what age a retired officer could no longer perform details) was held
until a future meeting due to the unavailability of the Police Chief and pending documents from Labor
Counsel.
The meeting was adjourned to open session at 7:00 p.m.
