Board of Selectmen
Executive Session
January 10, 2012
Memorial Hall - Salah Meeting Room
Present: John J. Connolly, Chairman, Avril T. Elkort, Vice-Chairman, Gerald A.
Salvatori, Jr., Clerk, Robert E. Burr, Jr., Member, Victor D. Del Vecchio, Member,
William T. Friel, Town Administrator, Jennifer Andrews, Administrative Secretary.
Also present were Attorney Mike Loughran, Labor Counsel, Jody Middleton, Human
Resource Administrator, Peter Kenny, Cook and Company, John Bonnanzio, School
Committee, Jeff Granatino, Superintendent of Schools and Jim Murgia, Finance Director.
Health Care Reform
Mr. Friel welcomed everyone and explained that the discussion would be regarding
Health Care Reform and its impact on collective bargaining.
The Board of Selectmen was being asked to reject joining the GIC. Mr. Kenny explained
that it may not provide the Town with enough cost savings and also the Town would lose
control over the plan as the state has control over the GIC. He was suggesting however
that the Town adopt sections 21 and 22 of MGL Ch. 32B which invoke procedures on
governing Health Care Reform. By adopting MGL 32B sections 21 and 22, it will not
commit the town to a specific health plan design, but it will allow for the procedure for
change to begin.
There was a discussion concerning how the reform will impact collective bargaining.
The Board discussed taking the necessary steps to make proper employee notification that
they plan to be taking a vote on the adoption of sections 21 and 22 on January 24th which
includes written notification to the collective bargaining units presidents (school and
municipal) as well and retirees and the Health Insurance Advisory Committee at least two
days in advance.
Motion was made to adjou the meeting at 9:25 p.m.
