Town of Canton, Massachusetts
COMMUNITY PRESERVATION COMMITTEE
Minutes of October 3, 2016
The meeting was called to order at 7:00 pm in the Pequitside Tavern.
Committee members in attendance: George Comeau, Lisa Lopez, Kathy Fox Alfano, Stacey Gorman, Bob Panico,
John McSweeney, Michael Mitcheroney, Deb Sundin (arrived at 7:15 pm)
Guests: Emilio Mauro
Minutes
Motion to approve minutes of June 20, 2016 by L. Lopez, seconded by J. McSweeney, approved 7-0-0.
Veteran's Housing Project — Vote to close
The smoke detectors and electrical boxes have been installed at the Veteran's Housing units on Pequit Street. The
project came in significantly under budget and the Canton Housing Authority confirmed completion. As there is a
surplus in the project account, the CCPC must vote to close the project in order to release the remaining funds. Mo-
tion to close the smoke detector and electrical box replacement projects approved in FY 15 and FY 16 by B.
Panico, seconded by L. Lopez, approved 7-0-0. Motion to "return" $111,121.72 to the accounts from which
funds were originally appropriated by L. Lopez, seconded by J. McSweeney, approved 7-0-0.
Update Ongoing CPA Projects
CCPC members provided the following project updates:
First Parish Unitarian Universalist — Steeple and Spire Restoration
The Massachusetts Historical Commission (MHC) provided comments on the proposed historic preservation
restriction. The applicant is in the process of compiling the requested information and documentation.
Tilden House Restoration
The historic structures report and bid documents were completed earlier this year. The Building Renovations
Committee (BRC) recently determined that the funds allocated for Phase I restoration would not be sufficient given
municipal procurement regulations. The applicant — with the approval of the BRC/Conservation Commission/Board
of Selectman — is seeking a non-profit to lease the space and oversee the restoration project. This arrangement
would require a Request for Proposals to identify and appoint a lessee as well as Town Meeting approval of the
lease. No further work will occur on the structure until this issue is resolved.
Firefighter's Memorial Bell Restoration
The bell is complete and will be installed at the Ponkapoag Station within the week. There will be a public
dedication ceremony at the end of October.
Canton Corner Cemetery —Receiving Tomb & Vaults
The applicant is talking to vendors in advance of issuing an RFP for the work.
Crane's Guard Militia Flag — Restoration
The Historic Society raised the required matching funds and the flag has been delivered to the conservator.

Needs Assessment and Master Plan for Outdoor Recreation Facilities
The project went out to bid and the applicant is currently in the process of gathering information.
Hagan Court Preservation Project
This community housing project is currently undergoing design review and will go out to bid sometime this fall.
Community Preservation Plan — Update & Discussion
A public input survey was completed and is being circulated at Town events (summer concert series; library coffee
houses; Heritage Site tours; etc.). K. Phelps will work with G. Comeau to distribute via social media. The CCPC
would like to hold a public hearing on the Plan Update in February and release the 2017 Community Preservation
Plan Update in March of next year.
FY 16 Year End Report & Treasurer's Report
The Committee reviewed the financial reports. Motion to approve the FY16 Year End Report and Treasurer's
Report (attached hereto) by L. Lopez, seconded by B. Panico, approved 8-0-0.
CCPC Budget — Distribution to Required Reserves
D. Sundin explained that the CPA Statute requires 10% of revenues each year be spent or set aside for future
spending in 3 required categories (Open Space; Housing; Historic Resources). Because the 10% allocation is based
on projected revenues, it has fallen short of the actual ten percent allocation requirement for the past three fiscal
years. Spending on Open Space and Historic Resources has exceeded the required threshold, thus the annual
allotment has been fully met in those categories. With the Veteran's Housing project coming in under budget, the
required spending/set-aside for community housing has fallen short of 10% of actual revenues. The Committee
noted that reserve "buckets" would need to be trued up and considered whether to draft future warrant articles to
increase the set-aside to 11% to cover the discrepancy between projected and actual revenues. No action was taken
on this matter.
FY 2018 CPA Projects — Review of Pre -Applications
A total of twelve pre -applications were submitted by the September 30, 2016 deadline.

The Committee noted that the total funds requested exceed the amount available for distribution this year, and raised
the question of whether any of the applicants could come up with non -CPA dollars to support their project. The
CCPC agreed to have certain members act as project liaisons for FYI applicants as noted above.
CCPC Fall Meeting Calendar
Based on the number of pre -applications, the Committee agreed to a total of three meetings following the November
17, 2016 application deadline to hear presentations from applicants. Meetings will be held on Monday, November
28tH, Monday, December 5th and Monday, December 12th, preferably in the Community Room of the Canton Public
Library.
Paul Revere Heritage Site — Bond Discussion and Update
L. Lopez provided an update on the work of the Heritage Site Open Space Committee, noting that the Committee's
recommendations had been finalized and submitted to the Heritage Site Commission. Landscaping of the open
space portion of the property is on hold while remediation activity and site work is ongoing. G. Comeau added that
he will be leading tours of the property in the coming weeks and that the Town is attempting to raise $42K for a
marketing study. The Committee noted that they have been informally `reserving" funds for future bond payments
even though the bond will not be issued until the Town purchases the property at the Heritage Site. There is a
question as to whether reducing the bond amount (by utilizing "reserved" funds) can be done without Town Meeting
action. K. Phelps will review this matter with the Finance Department and the Community Preservation Coalition.
Motion to adjourn at 8:24 pm by J. McSweeney, seconded by L. Lopez, approved 8-0-0.
Respectfully submitted by

*Revenue carryover from prior fiscal years that was not allocated to
a project or expended from the administrative budget.
**FY 2016 ATM approved a 10-year bond for the $1.74 million
purchase of the Paul Revere Heritage site. The bond was not
executed in FY 2016, thus that expenditure is not reflected in this
