Town of Canton, Massachusetts COMMUNITY PRESERVATION COMMITTEE Minutes of April 25, 2016 The meeting was called to order at 7:00 pm at Memorial Hall. Committee members in attendance: Lisa Lopez, George Comeau, Kathy Fox Alfano, Deb Sundin, John McSweeney, Larry Bogue, Michael Mitcheroney, Bob Panico Absent: Michael Loughran Minutes Motion to approve minutes of December 7, 2015 by George Comeau, seconded by Deb Sundin, approved 8-0-0. Motion to approve minutes of January 19, 2016 by Kathy Fox Alfano, seconded by Bob Panico, approved 8-0-0. Treasurer's Report The Committee reviewed the Treasurer's Report (attached hereto) and discussed the shortfall of set-aside funds. The CPA statute requires that a minimum of 10% of annual CPA revenues be allocated to the three funding categories. Because the allocations are based on projected (rather than actual) revenues, the amounts disbursed (by Town Meeting) to the required funding "buckets" has fallen short of the 10% requirement. This is not an issue for the Open Space & Recreation and the Historical Resources categories, as spending for projects under those headings has well exceeded the 10% goal. It is, however, relevant to the Community Housing category where project spending to date has been less than 10% of actual revenues. The CCPC discussed an approach (employed in other CPA communities) of dedicating 11 % to each funding category in order to avoid the need to true -up accounts each year. G. Comeau provided an update on several of the Historical Resources projects including the Historical Documents Master Plan (which is nearly complete) and the First Parish Church Steeple project (restriction is under review by MA Historic Commission). L. Lopez noted that the CCPC will need to dedicate time in the coming year to considering the community housing category. She suggested the possibility of creating a sub -committee of the CCPC to focus on this topic and stressed the need to be proactive about future Community Housing projects. Motion to approve the Treasurer's Report by John McSweeney, seconded by George Comeau, approved 8-0-0. Page 1 of 2 CCPC Minutes of April 25, 2016
