Canton Board of Health May 12, 2014 Page 2 of 3 CONSTRUCTION OF PRIVATE WELLS HEARING Regulation Related to Permit for Construction of Private Wells: In 2007, a policy was implemented to put a moratorium on drilling any private wells. Based on that policy, the Board voted to promulgate a new regulation reflecting the provisions in the policy. Individuals who have received permission to construct a well prior to the effective date of the regulation for irrigation well moratorium are exempt from this new regulation. Upon a motion by Mr. Schneiders, seconded by Dr. Levrault, the Board moved to approve a regulation regarding the permitting of private wells. VOTED: 3 — 0. KEEPING OF ANIMALS Keeping of Chickens — Moore Family: Present was Mr. Harold Moore, who resides at 551 Chapman Street. He was there to represent his father who resides at 555 Chapman Street who submitted the keeping of chickens permit at his residence. Also present was a neighbor, Mr. Scott Hartman, residing at 2 Chapman Knoll. Dr. Goodman recused herself from this discussion, as she is an abutter to the property in question. Mr. Ciccotelli reported that the application was correctly filled out, with a request to have six chickens, and everything was in order. Mr. Hartman has some strong reservations regarding the keeping of chickens. Specifically, he was concerned about rats and other small animals and raccoons and coyotes,. He also raised concerns about airborne salmonella, and the smells that may come from the yard. Mr. Ciccotelli addressed these issues. Predators will be equally drawn to any small animal, e.g., house pets; privately owned chickens do not have salmonella issues, which is problem with larger operations; and following a manure management plan will handle and odors. If there are concerns, the Massachusetts Department of Food and Animals can be called in for an inspection. Upon a motion by Dr. Levrault, seconded by Mr. Schneiders, the Board voted to allow the keeping of six chickens and no roosters, provided that the owners make all reasonable efforts to not disturb his neighbors, and be willing to have State testing, if requested. VOTED: 2 —1 abstention. DISCUSSION Health and Homeland Alert Network (HHAN): Mr. Ciccotelli asked that the members of the Board subscribe to this alert system.
