TOWN OF CANTON
CANTON, MASSACHUSETTS
Minutes of the Canton Board of Health Meeting on October 5, 2015.
PRESENT: Mr. Robert P. Schneiders, Chairperson
Dr. Richard N. Levrault, Vice Chairperson
Dr. Julie Goodman, Clerk
ALSO
PRESENT: Mr. John L. Ciccotelli, Health Director
ABSENT: Ms. Karen D. Murphy, Recording Secretary
Mr. Schneiders opened the Meeting at 7:06 p.m. in the Salah Meeting Room, Memorial Hall,
801 Washington Street, Canton, Massachusetts.
PERMITS
Keeping of Animals — 4 Lillian Road: The property owners, Gary and Sarah Titus, were present. Upon
a motion from Dr. Levrault, seconded by Dr. Goodman, the Board voted to approve a permit for 25
chickens and one (1) pig at 4 Lillian Road. VOTED: 3 — 0.
Disposal Works Permit —15 Chief Lane: According to Mr. Ciccotelli, this request will be tabled
indefinitely. He reported that the house was built as a 3 -bedroom house. At some point in time, a request
was made to the Board to add a fourth bedroom. The owners have built a fifth bedroom without approval.
Local upgrade approvals and variances are not permitted with a repair, which is what this request would be
considered. The requirement, now, would be to put in a fully compliant system, which will be difficult to
do; as only a 4 bedroom system would be allowed, 5"' bedroom would need to be eliminated. The owners
will eventually need to make a decision about the status of the fifth bedroom, before any requests can be
made for a variance.
Giovanni's Iee Cream — 598 Washington Street: Upon a motion from Dr. Levrault, seconded by Dr.
Goodman, the Board voted to approve permits for a food service, retail food service, and milk & cream to
Giovanni's Ice Cream at 598 Washington Street due to a change of ownership. VOTED: 3 — 0.
DISCUSSION
2014 Youth Smoking Survey Results: Dr. Goodman shared the results of the annual smoking survey
with the Board. This is the second in a series of five annual surveys that evaluate the smoking habits of
middle and high school students in Canton, following the BOH regulation that increased the age to 21
(from 18) to purchase tobacco products. Dr. Goodman noted that before the smoking age was raised, the
overall smoking habits of the town's teenagers were below the state and national averages. Although they
did not decrease in the year after the regulation, they remained low. What is most encouraging is that,
while national rates of e -cigarette use has tripled, it has not increased in Canton.
Dr. Levrault discussed the growing data regarding the harmful effects of e -cigarettes, as well as current
legislation to raise the age to 21 statewide, and to include e -cigarettes with all tobacco products.
