Motion: Mr. Feeney Second: Mr. Del Vecchio Vote: 5-0 The Pequitside Farm Master Plan Update was presented to the Board by the Conservation Agent Cindy O'Connell and Laura Campbell from the Boston Architectural School. Laura Campbell noted that this was a project that she was participating in as a student at the Boston Architectural School. The presentation was of the ideas for a Master Plan for the property and grounds of Pequitside Farm and her recommendations for best use. She presented ideas on the tennis courts, the barn, maintenance of the fields and handicapped parking. The Board asked questions about different aspects of Ms. Campbell's design. There was a general discussion and the Board provided Ms. Campbell feedback with opinions of the various ideas. The Board thanked Ms. Campbell for her presentation. Sam Cleaves of the Metropolitan Area Planning Council provided the BOS a presentation on his review of the proposed uses for Reservoir Pond. He provided a brief summary of the issue, which was that the Town, since acquiring the pond, needed to develop rules and regulations for the use of Reservoir Pond. He noted that there had been a forum with residents and abutters to discuss wants, needs and concerns surrounding the use of the pond. In the forum the main issues raised by residents that needed attention were noise on the pond (jet skis), the use of small boats such as kayaks and canoes, weed management, hours of operations and speed limits, the Town working with the RPAC, swimming, and selling parking permits. Mr. Cleaves noted that he was recommending a car top boat launch at the pond located at Earl Newhouse Waterfront, but that it was not a good location for a motor boat trailer launch. The depth of the Reservoir was inadequate for a trailer launch. He noted that he was recommending the regulations of speed of water craft, allowed use, prohibited use and enforcement. He also recommended that the Town develop a letter of understating regarding aquatic vegetation between the Conservation Commission and the Reservoir Pond Advisory Committee.
