Minutes Board of Selectmen February 16, 2016 Memorial Hall - Salah Meeting Room Present: Present: John J. Connolly, Chairman, Robert E. BurrJr., Vice-Chairman, Kevin T. Feeney, Clerk Victor D. Del Vecchio, Member, Mark Porter, Member, William T. Friel, Town Administrator, Jennifer Kemalian, Administrative Secretary. The meeting was called to order at 7:04 p.m. A moment of silence was held for Kaleigh Kenyon and Tom Gunning who were both victims of snow storm related incidents. Mr. Connolly noted how tragic the events were and that Canton was in mourning. A moment of silence was also held for Dan Theirault, the former Town Engineer who had also passed away unexpectedly. Gary McNaughton of McMahon Associates came before the Board for a Dedham and Chapman Street Truck Exclusion discussion. He noted that he had conducted a study of the area of trucks traveling along Dedham and Chapman and that the next step would be to present the study to MassDOT. MassDOT would then review and decide to approve or not, which would then be brought before the Board of Selectmen for final disposition. A resident, Arthur Lamb, expressed his concern as he owns a trucking company on Jackson Street. Jackson Street is only accessible by Chapman and if there was an exclusion, it would put him out of business. Gary McNaughton explained that if the only route to the business is the truck exclusion street, the trucks going to and from that business would be exempt from the exclusion. Mr. Burr suggested that there be a year trial period and then the Board could revisit the issue to see if the truck exclusion is working. There was a discussion concerning how the exclusion might affect other areas of Canton. Motion was made to advance the Chapman and Dedham Street Truck Exclusion report to MassDOT including a one year review period. Approval is subject to further discussion by the Board of Selectmen upon reviewing the recommendations of MassDOT. Motion: Mr. Feeney Second: Mr. Del Vecchio Vote: 5-0 The Department Heads came before the Board to present their FY2017 Operational Budget requests. Tracy Kenney, Town Clerk, explained that she was requesting an increase in her operating budget of $4000 Election Workers pay increase and more Police Details during Elections. Ed Walsh, Building Commissioner, explained that he was seeking an increase in the Building Department budget of $19,508 for an additional part time local building inspector.
