COMMUNITY PRESERVATION COMMITTEE
Minutes of March rch 24, 2015
The meeting was called to order at 7:02 pm at the Canton Public Library.
Committee members in attendance: Kathy Alfano, Larry Bogue, George Comeau, Jeremy
Comeau, Bob Golledge, Lisa Lopez, John McSweeney, Bob Panico, Deb Sundin
Guests: Derron Santos (GeoInsight), Rick Mann
Motion to approve minutes of February 5, 2015 by John McSweeney, seconded by Jeremy
Comeau, approved 9-0-0.
TI'eaSurer's Report
Deb Sundin distributed most recent financial report, a copy of which is filed with these minutes.
The balance in the CPA fund inclusive of state revenue is $338,060.47.
Consideration of Planning Board/Conservation Commission Application for Purchase of
Open Space at Plymouth Rubber
Deb Sundin and Jeremy Comeau presented an updated application with a total funding request of
$1,3 80,000.00 (based on the recent appraisal of the 5+ acre parcel at the former Plymouth Rub-
ber site). D. Sundin noted that (1) the purchase would be finalized following the completion of
site remediation and landscaping; (2) the parcel under consideration does not include the 2+
acres with the Rolling Mill and barn which the developer has agreed to donate to the Town; and
(3) the parcel would be protected through the execution of a permanent conservation restriction.
J. Comeau added that the purchase of this property would involve bonding over a period of
years. Town Finance Director, Jim Murgia, provided payment schedules for 3 different bonding
scenarios (10, 15 & 20 years). The Recreation Commission provided an annual maintenance
estimate of $15,240 which they will need to add to their operating budget. Lastly, J. Comeau
stated that he had spoken to both DCR and the Neponset River Watershed Association about
holding restriction on this parcel and the latter organization had expressed a willingness to take
on this role.
B. Golledge stated his support of the project, but questioned whether this parcel was the Town's
highest priority for open space. He also inquired about how funding would be apportioned be-
tween historic and open space "buckets" if it were in fact to be funded out of both categories. He
noted that it was his understanding that any governmental agency could hold the conservation
restriction and that the BOS would be the preferable group to do so in this instance. The restric-
tion is intended to be broad enough to allow for active recreation.

B. Panico asked about the requirements with respect to remediation at this site. Derron Santos of
GeoInsight summarized the environmental hazards found at the site as well as the remediation
plan. The entire parcel will be cleaned to the standards for residential re -use, with an ongoing
restriction prohibiting vegetable gardens in native soil.
G. Comeau asked whether the application went far enough, noting that the six units adjacent to
the open space parcel (to the southwest of the site) cut off the green space and made it feel less
accessible. He noted that this area formerly housed Paul Revere's home and had multiple oppor-
tunities for historic interpretation. He would prefer if the Applicants approached the developer to
see if there might be an opportunity to increase the open space parcel in exchange for greater
density on other portions of the site. Rick Mann, attorney for the developer, cautioned that den-
sity on this project had already been reduced significantly.
L. Lopez asked for an informal "sense of the board" as to whether they would support an effort
on the part of the Applicants to negotiate a larger open space purchase with the value of the addi-
tional acreage to be extrapolated from the recent appraisal. CPC members agreed that they
would support this action. The Committee further agreed to reconvene on Monday, March 30,
2015 to consider this application either in its current form or as renegotiated by the Applicants.
Status of Communication and Education Activities in Preparation for Town Meeting
Members discussed the need to educate the voting public about the projects being recommended
to Town Meeting. The website needs to be updated with information on each of the 8 projects.
An informational flyer requesting support for CPA articles with date/time of Annual Town Meet-
ing and directions on where to go for further information will be sent to past TM attendees.
CCPC members will continue to work with the Finance Committee to address their questions
concerns about some of the proposed projects (housing, church).
Motion to adjourn at 8:45 pm by Jeremy Comeau, seconded by Deb Sundin,
approved 9-0-0.
Respectfully submitted by
Kristen Phelps
