Minutes of the meeting of March 24, 2016
PRESENT: Gregory L. Pando, Chairman
Gary E. Vinciguerra
John R. McCourt
Also Present: James A. Fitzpatrick, Jr.
Adrienne Borges, Recording Secretary
Chairman Pando opened the meeting at 7:00 pm and reads the agenda.
Kelly McGowan —11 Walnut Knoll — 5-16-ENCB-SP-V (GP, JRM, JF)
Chairman Pando reads the petition requesting to construct a second floor addition with
front covered entry and overhang in rear on a pre-existing non -conforming corner lot in a
Single Residence `B' district. Chairman Pando states it is a corner lot so the Applicant
needs to be 30' from Walnut Knoll and Spring Terrace. Chairman Pando states a Variance
would be required since it is pre-existing non -conforming and with the addition, the
Applicant would be 20' from Walnut Knoll and 19' from Spring Terrace. Chairman Pando
believes it is appropriate and keeping with the neighborhood. Mr. McCourt and Mr.
Fitzpatrick agree with Chairman Pando.
Mr. McCourt makes a motion to grant a Variance for Kelly McGowan of 11 Walnut Knoll
to be within 20' from Walnut Knoll and 19' from Spring Terrace per plan by GEV Design
Inc. of Canton, MA dated January 25, 2016 and plot plan by Charette Land Surveying of
Mansfield, MA dated February 1, 2016. Mr. Fitzpatrick seconds. Vote 3-0 approve
Diamantis & Anastasia Zervos / Donahue Real Estate / Dorchester Awnine Co. —12
Revere Street—12-16-SP-V (GP, Gv, JRM)
Chairman Pando reads the petition requesting to install a new awning with lettering. Mr.
Tom Cebula from Dorchester Awning Co. and Ms. Alissa Cusack from Donahue Real
Estate appear before the Board. Mr. Cebula states the awning will be red in color with
white lettering. Chairman Pando asks if the Applicant has been to the Design Review
Board. Mr. Cebula states they have not since he had a family emergency when their last
meeting was. Chairman Pando states recommendation from Design Review should be
done before Zoning Board of Appeals issues a Special Permit. Mr. Cebula states Donahue
Real Estate is already operating out of the building and would like to have the sign done as
soon as possible so customers know where to go.
Mr. Vinciguerra asks if the Applicant has reviewed the standards set by the Design Review
Board. Mr. Cebula states he has. Mr. Vinciguerra points to page 13 of standards saying
15% of face of awning should only be covered and Mr. Vinciguerra states it looks like
more than 15%. Chairman Pando states a waiver can be issued from the guidelines.
