Chairman Jeremy Comeau called to order the Planning Board meeting of May 6,
2015 at 7:00 p.m., and he explained he is taking items out of order.
]First Item on the Agenda m Plymouth Rubber Redevelopment — Review of Traffic
Impact Access Study (Paul Schneiders, Atty.)
Mr. Houston explained that focus of this traffic study was done properly, and wanted to give a
brief explanation of his Report. He explained that PSC performed a peer review of the Traffic
Impact and Access Study for the Plymouth Rubber Redevelopment Project. The project site
contains approximately 35 acres located between Revere Street and Neponset Street, which was
the location of the Plymouth Rubber industrial facility which ceased operation in 2006. A
Special Town Meeting will act on a Warrant Article to rezone the site for mixed use. Two
development alternatives could be authorized by Town Meeting. The first involves development
of the site for mixed, and the second involving purchasing 5.2 acres of the site for public open
space using Community Preservation funds which would reduce the number of townhouse units
by 23 units from 49 units to 26 units. The traffic impact and access study is based upon the first
alternative which would generate more vehicle trips due to the 23 additional townhouse units
and represents a "worst case" analysis. The first alternative includes the following:
• Townhouse (owner occupied)
49 units
• Garden style condominiums
186 units.
• Age restricted housing
6o units
• Subtotal all housing
295 units
• Commercial (restaurant, other retail)
4,000+ sq. ft.
• Private daycare /preschool
lo,000+ sq. ft.
• Rolling Mill reuse (office space)
6,000+ sq. ft.
• Revere Barn reuse (office space)
2,500+ sq. ft.
• Community space (meeting rooms, etc.)
7,500+ sq. ft.
