Avalon Canton (i , Blue Hills — Informal Hearin
Attorney Brobowski along with David Gillespie from Avalon Canton Inc., Builders of
Canton Highland Meadows requested from the Board a minor site modification to add
irrigation wells. Atty Brobowski explained the comprehensive permit was issued in 2005
by the Housing Appeals Committee. The Board appealed the decision and the Board
reissued in 2010 with a slight modification change in 2012. The Town of Canton is
going through the permitting process for all municipal wells and the DEP is concerned
about dewatering the Neponset River. The Town has a policy of not allowing private
irrigation wells. The Town Manager asked Atty Brobowski to review the Town's policy
to see if Avalon Canton Inc is exempt. The Board of Health is working towards a
regulation on private irrigation wells; in 2007 the Board of Health adopted a`policy.
Avalon Canton Inc. will be more economical using private irrigation wells instead of
Town water. The modification is a one -time only 40B request that doesn't open for
private residences to request irrigation wells. Mr. Pando concurs that it seems to be an
insubstantial site modification. Mr. Marini asked about how much Town water and cost
associated with said water usage. (11,500 gallons per day and over a 20 year period a
cost of $700, 000; installation of well would be $20, 000 and $5, 000 per year to maintain)
Since this is a 40B project, the Housing Appeals Committee attempts to keep costs down
and using irrigation well would help Avalon Canton Inc.
