Paul DeRensis, Town Counsel spoke about the Private Special License related to parking restrictions and how the Board of Selectmen did not have any authority concerning it nor had anyone produced evidence of it. The Board of Selectmen's sole interest is in the use of the liquor license and if Mr. Marathas could not use it, it should be forfeited back to the Town. He noted that Mr. Marathas could move the license to a new location, open the restaurant again in the same location or transfer the license to a new owner. It was also noted Centerfields had not operated since on or about January 1st 2013. Mr. Marathas noted that he was working on a transfer to an existing restaurant in Canton which did not currently hold a license. He requested additional time to work it out. The Board agreed to give him until November 5th to produce an available buyer and to start the transfer process. Motion was made to continue the hearing until November 5, 2013. Motion: Mr. Salvatori Second: Ms. Elkort Vote: 4-0-1 (Mr. Burr recused himself) Amendment to the fees for Traffic Violations Chief Ken Berkowitz proposed to the Board some changes to fees for parking and traffic violations. Motion was made to amend the Traffic Rules and Regulations, Article VIII, Section 3, Penalties in accordance with the MGLA Chapter 40, Section 22. The amendment will go into effect on December 1, 2013. (see attached) Motion: Mr. Burr Second: Ms. Elkort Vote: 5-0 Expansion of the School Resource Officer Program — Chief Berkowitz, Police Department The Chief discussed the expansion of the School Resource Officer Program funded in his operating budget with the Board. He noted that additional officers are now in the Middle School as well as the High School. The goal would be to intervene at a younger age if there are signs of concern. Hunting on Town Property Chief Berkowitz presented to the BOS a program he had drafted and worked through with Town Administrator a process to register residents who wished to hunt on Town property. It included taking a special safety course, signing in and out at the police station and declaring exactly where hunting was to take place. There was a brief discussion between the Board members concerning this matter. The BOS was generally not in favor of hunting on Town property as there were safety concerns and other hunting options in surrounding communities that were more ideal. It was noted that this was consistent with Annual Town Meeting's vote adopting a policy to not allow hunting on Town property. Motion was made to approve the Annual Town Meeting 2014 Time Line.
