Report on CCPC’s Town Meeting warrant articles and next steps

A general discussion ensued as to the Annual Town Meeting, where all items passed
unanimously. A “one-pager” was distributed at ATM, and the excess was distributed
to Memorial Hall and the Library.

The Administrative Expenses – Line was approved at Annual Town Meeting. Louis
Jutrus, the town’s Information Technology Manager, wanted the CCPC to have
vendor software expenses paid from the administrative line. This money will be
used to add modules to the taxing software to the town system that collects the
surcharge. In order for that expense to be reimbursed, it will require a vote of the
CCPC and an upcoming meeting. This is the only specific expense that requires town
meeting approval according to the Community Preservation Coalition. It is expected
that these charges will be less than $3000.00. This item will be on a future agenda.

The CCPC was happy to report that the Economic Development Commission
supported the article centered upon the $100,000 exemption, which passed
unanimously. This item will be on the spring 2014 annual election.

There was no issue on the 10% set asides for open space, historical preservation
and community housing & undesignated budgeted reserve for balance of FY14 CPA
funds. This money was appropriated unanimously.

A general discussion ensued relative to administrative expenses and the potential
for a CCPC website.

Community Preservation Plan – A discussion ensued as the planning and

procedure for developing the Annual Community Preservation Plan. The
group did a superb job of developing a draft plan. The timeline for developing
the plan was predicated upon having completed a plan by early October
2013. The group felt that interviews of the town boards and commissions
could begin shortly. It was anticipated that in July and August interviews
could be underway with non-governmental and non-profit groups. The
group plans an ongoing survey. Two public workshops could be held in
September. The goal at this point is to adopt a Community Preservation Plan
by October 1.
