The discussion was that this should be treated as a housekeeping article and that we would be doing this every year moving forward prior to the setting of the Tax Rate by the Board of Selectmen. MOTION : To clearly articulate within our budget article at Annual Town Meeting to include the request that all anticipated FY13/14 CPA monies be placed within the CPC account. This is in addition to the 5% administrative set-aside that we have already requested. By Kathy Fox Alfano, and Seconded by John McSweeny. VOTE : 8-0-0 4.Next Steps: Governance and Application Process The committee discussed the creation of three study groups comprised of three members each with the mission of studying and reporting back to the CPC means and methods to cover Governance, Application Process & Criteria, and Public Groundwork for the Canton Community Preservation Plan. 2.Application Process/Criteria: Golledge, Alfano, & Panico 3.Public Groundwork: Comeau, J., Sundin, McSweeny. Work products from these three groups are due to the full CPC no later than July 1, 2013. 5.Proposed Gift from a Developer The committee discussed a proposed gift to the Town of Canton for an unspecified amount of money as part of a mitigation package for construction of a project that may have an adverse affect on Canton’s affordable housing percentage. In short, the CPC takes no position on such a gift and is wary of any quid-pro-quo that may be inferred by an action that would lead to an endorsement of a zoning change. The CPC sent a clear message of “no position” to the representative from the Planning Board and informed him to carry that message to the full Board. The CPC felt that it is not in the best interest of the committee to be responsible, even tangentially or otherwise, to being tied to the responsibility of maintaining affordable housing stock in Canton. While projects will indeed come f orward to support community-housing initiatives, a gift tied to a responsibility as presented is not supported by the CPC at this time. As a general consensus was reached, no motion was presented. MOTION : Motion was made by George Comeau to adjourn the meeting at 8:30 pm. Seconded by Deb Sundin. VOTE : 8-0-0 Next Meeting: Monday, May 6, 2013 at 7:00 pm at the Canton Public Library. A true record. George T. Comeau, Esq., Clerk – Page 3 of 3 minutes_040113_final.docx
