Minutes of the Meeting of April 12, 2012. PRESENT: Paul B. Carroll, Chairman Gregory L. Pando John W. Marini ALSO PRESENT: Kevin Feeney, Alternate Member and Velma J. Coffey, Admin. Asst/ Recording Secretary Chairman Carroll opened the meeting at 6:35PM and read the agenda. There was a short discussion regarding the agenda and why the meeting was starting at this time. Avalon – The Highlands at Canton Meadows – Randolph Street Mark Bobrowski and David Gillespie represented Avalon. There are 3 changes: switch to LIP program for financing signal at York and Randolph Streets - $300K to the Town of Canton and new water main for the neighbors - $130K to Town of Canton design change – smaller buildings The Board of Selectmen sent paperwork to DHCD on Feb. 28, 2012. Mr. Bobrowski said if we consider this insubstantial (changes), we would file with the Town Clerk, and the proponent would give final plans to Tom Houston and report back to the ZBA to approve. Chairman Carroll explains the process, decision to Town Clerk, etc. Mr. Bobrowski said we approve insubstantial changes as written (he will send a copy to ZBA to sign). Chairman Carroll said the LIP program is a good deal, plus it is $300K in the town coffers. Mr. Pando said generally he concurs. There is one thing bothering him in the mitigation packet. The water line - $700K should not be part of the mitigation. This is part of the package, should not be in mitigation. Without the water line, you cannot have the project. Mr. Bobrowski said the required and volunteer mitigation is on schedule D. Mr. Pando said it is misleading, I need to draw battle lines with the Board of Selectmen, not to pursue traffic signal, not necessary, #1-geometry of intersection is bad. I will send a note to the BOS to consider paving geometry (paving not lights) at York Street. #2-difficult to see traffic coming down Randolph Street. Matter of pavement and curbing - are selectmen willing to allocate portion of mitigation to this. I do concur, insubstantial change is reasonable. Mr. Marini asked if the footprint is the same. Mr. Gillespie said the final engineering is not done yet, total impervi ous is substantially the same, n ow has garages. Mr. Marini asked: is affordable the same? Mr. Bobrowski said yes. Mr. Marini asked if these are rentals? Condos? They are rentals. Mr. Bobrowski said any changes will come back to the ZBA. Homes are part of same permits, Avalon doing 196 apartments only. Mr. Pando made a motion to consider
