June 30, 2011 meeting
Present: Chairman Paul B. Carroll, Greg Pando, John Marini.
Alternate: Kevin T. Feeney, and Velma Coffey, Recording Secretary. and Admin. Asst
Chairman Carroll called hearing to order at 6:00 P.M.
INFORMAL HEARING
Chairman Carroll introduces George Jenkins (Clerk of the works), Ken Leon (Bus. Mgr.), Jeff
Granatino (Supt. of schools), John Bonnanzio (School Committee member). Mr. Bonnanzio
thanked the Board for doing this quickly (“its for the kids”). George Jenkins said he would
address the site plan. Mr. Pando said the plan was a joke. The addition will be between 2 wings,
no exterior change to drainage, sewer or grade. The change will be 8” water main for sprinkler,
come out with a 4”. No parking changes, the area is not used for anything. Mr. Pando wanted to
know where you found this guy. Ken said that this is part of our bid package. Chairman Carroll
said we would refer to Planning Board. Per George, the Planning Board will move it along! Mr.
Pando said: you need to address roof drainage. Which way is Cedarcrest? There is no locus plan.
This affects these people directly. Mr. Jenkins said the volume off t he roof, is the same as
asphalt, both go into the basin. Mr. Pando noted that we expect the private sector to do the right
thing. We cannot, in good conscience, go through the process, they could do it at their own risk.
Mr. Jenkins said that risk is there, regardless. They could appeal. Mr. Pando said Roy Brown
(architect) shouldn’t do this without being a civil engineer. Mr. Jenkins said we can produce a
site plan that will suffice. Chairman Carroll asked the petitioner: you want a Temporary for site
plan approval? Mr. Jenkins said yes, we are willing to take the risk. Mr. Marini asked the
petitioner if they had detailed plans, and a site plan. Mr. Pando said they have no engineered
plans. Who is your professional insurance underwriter? Mr. Marini asked how long before we
can get a better site plan? Mr. Pando said: you want steel in the air before the kids come back.
Supt. Granatino said YES. Mr. Jenkins said that bar joists are 6-7 weeks out. Roy S. Brown
came into the meeting at this point. Mr. Jenkins said they are laying out the sprinkler system.
Mr. Marini asked why Ed Walsh won’t let you do this? Chairman Carroll said he ta lked to Ed
Walsh, regarding a Temporary Special Permit for site plan approval. He agrees with Mr. Pando.
We need an engineers plan, a professional plan. We would not act without a site plan. I want to
help the schools. Mr. Jenkins said we will supply a site plan that will suffice. Mr. Pando wants a
civil engineers stamp on it. Roy Brown said they will do that. They will contac t a civil engineer.
Mr. Pando said to Jeff Granatino, welcome to Canton, and thanks for coming before the Board
on this project. The Luce project worked well. Mr. Pando said we need to have better
communication between departments. According to the Performance Standards, light pollution
(biggest polluter is the Kennedy School) 40 years ago, the lights shoot out over the parking lot to
the fields. Get rid of the wall packs on the buildings. Ken Leon said they would try to do that.
Mr. Pando asked, how can we limit the Special Permit? Not Temporary Special Permit for site
plan – but for steel? Foundation and steel. Not involved is storm water management, discuss this
