E. Burr, Jr., Member, Victor D. Del Vecchio, Member, William T. Friel, Town Administrator, Jennifer Andrews, Administrative Secretary. Harbar Inc., Economic Development Initiative -Gene
Manning, EDC Mr. Gene Manning, EDC together with Mr. Arthur Robert and Mr. Benny Wong of the Massachusetts Office of Business Development came before the Board to ask for approval and
support with an application to designate 10 Pequot Way as an Economic Opportunity Area. Mr. Manning explained that Harbar Inc., a Canton based business located at 320 Turnpike Street,
is seeking to expand and would like to purchase 10 Pequot way to have a second facility in Canton. He noted that Harbar is a manufacturer of tortillas and various other food items. He
also noted that 10 Pequot Way is a 43 D property that was approved at Annual Town Meeting, which which qualifies it for expedited permitting. Mr. Manning explained that Harbar has been
working with the State. He noted that if this area of Route 138 is determined to be EGA, it will be enable the company to apply for grants and other benefits. Mr. Robert continued by
explaining that an EGA designation of this area would allow Harbar to claim a deduction against state income tax when purchasing 10 Pequot way and bringing a vacant building back into
use. He did note that the BOA must be in place prior to the purchase and therefore time was of the essence in establishing the EGA. Mr. Wong noted that if the Board supported the application,
Harbar could also benefit from the state's financing authority which offers attractive interest rates and therefore lowers costs for the buyer. Mr. Friel noted that favorable action

well, including Police, Fire, DPW, and the Building and Wiring Inspectors. He explained that the response from NSTAR was not adequate. He noted that he believes they were overwhelmed
and the communication was extremely poor. Superintendent Trotta and Chief Doody agreed. Chief Doody suggested that it would have been more effective if there had been one NSTAR crew
assigned to Canton to test fallen wires to see if they were live or not. Mr. Trotta agreed and noted that it would have made the road openings more efficient. He noted that his crews
crews were ready to perform tree removal, but couldn't because there were no NSTAR crews available to test wires. Mr. Del Vecchio suggested that the three department heads draft their
