New Business Request of Additional Snow & Ice Funding - Snow & Ice Budget — Mike Trotta, the Superintendent of the Department of Public Works, was unable to attend the FINCOM meeting, but provided a 7 -page handout that had been sent to the Finance Director. The interoffice memorandum recapped the 45.5 inches of snow plowed thus far in the season and compared the operating plan for 2010 -2011 with the operating plan for 2006 -2007. The Finance Director has asked the Board of Selectmen in the past to grant their permission to legally spend the Snow & Ice Budget and presented this information to the FINCOM so they could also vote to authorize the DPW to overspend the Snow & Ice budget. The BOS voted at their meeting on January 11, 2011 to authorize the DPW Superintendent to overspend the FYI 1 Snow & Ice Budget by $285,000. At this time, no transfers have taken place to supplement the FYI I Snow & Ice Budget, but the Finance Director stated that this would be addressed through an article at ATM 2011 using the Finance Committee Reserve Fund, Free Cash or some other source of funds to be identified at a later date. A FINCOM member suggested for the FINCOM to set a goal for increasing the Snow & Ice budget by approximately $50,000 over the next 3 -4 years, perhaps starting off with $10,000 per year. Another FINCOM member raised his concern as to the budget source to be used for this goal. Mr. Murgia suggested that a possible source of funds for the first year could be the Blue Hills Regional School budget, if they request less money for their budget. A motion made by Jim Sims to authorize the Department of Public Works to overspend the Snow & Ice Budget for FY11 was seconded by Mark Porter. Vote: 8 -0 -0. 'The FINCOM did not specify in their vote the dollar amount by which the DPW was authorized to overspend the Snow & Ice budget. Canton FINCOM Minutes 1 2011 Page I of 5 28/2011
