Article 29 Additional 43D Priority Development Sites -Gene Manning, Chairman of the Economic
Development Committee (EDC) gave a brief background of the adoption of Chapter 43D and an explanation of the
two sites being proposed for Ch. 43D designation at ATM 2010. A six-page handout was provided to the FINCOM.
• Town meeting adopted Ch. 43D approximately five years ago and was one of the first towns to do so.
• Since adoption approximately seven projects have come before town meeting for designation as 43D.
• Two properties being proposed at ATM 2010 for expedited permitting are 40 Pequot Way, a 62,000 sq. ft.
three-story office building and 10 Pequot Way, an 83,000 sq. ft. warehouse building. EDC unanimously
supported these two properties.
• The properties have been vacant approximately 18 months to two years, are zoned industrial/commercial
and continue to pay taxes to the Town at a reduced rate. Approving these properties as 43D does not cost
the town anything.
• Mr. Manning informed the FINCOM that previously designated 43D sites such as 85 Dan Road and 275
Dan Road have since been sold to Organogenesis and are contributing to the Town's taxes.
• Mr. Manning also informed the FINCOM that the state has continued to support the implementation and
marketing of 43D priority development sites through the Massachusetts Housing and Economic
Development Agency.
This concluded the presentation by Gene Manning of Article 29.
A motion made by Alan Hines to accept Article 29 as written in the warrant with the motion to include 40
Pequot Way and 10 Pequot Way was seconded by Pat Johnson. Vote: 7-0-0.
