Mrs. Elkort noted that she saw no positive interest to Canton. She noted the proposed ramp in question on Route 95 from Dedham Street in her opinion might be harmful to the citizens of Canton. Mr. Friel noted that in the audience this evening were representatives from Cabot, Cabot, & Forbes who might have additional information that the Board was seeking regarding the northbound slip ramp. He noted that they were not on the Agenda and asked if the Board would allow them to speak. Mr. Del Vecchio noted he would like to hear a brief comment from Cabot, Cabot, & Forbes. Adam Berger, Vice President for Cabot, Cabot, & Forbes of New England, Inc thanked the Board for this opportunity. Mr. Berger noted that for the past six months they have had dialogue with the Town Engineer, Superintendent of Public Works, and met with them on 05-19-06 to answer any questions the Town might have. He noted that unfortunately the traffic study information was quite in depth and took quite a bit of time to compile. He apologized for not getting this to the Board sooner. Mr. Berger noted that he had made arrangements with Mr. Friel to meet with them on Monday to discuss any outstanding questions. Mr. Berger noted that Bill Lyons, the traffic engineer has the results. He asked that the Board delay their vote until the information was reviewed. Mr. Berger felt this information would show a positive aspect to the slip ramp. Mr. Berger noted they would be willing to consider extending the "comment period" if the Board voted this evening contingent upon reviewing this information. Mr. Salvatori noted he would need a commitment from Cabot, Cabot, & Forbes to extend the comment period. He noted we needed time to have our subcommittee review report to the Board. Mr. Salvatori noted that without a confirmed commitment he would not be able to vote in favor of this project. Mr. Burr noted a commitment to extend the comment period is mandatory and stated this Board was not going to make a hasty decision. Mr. Connolly reiterated a firm commitment was necessary. Mr. Del Vecchio asked Mr. Berger what authority he had to move this date. Mr. Berger noted that he would need to have his Office contact MEP A inform them of the extension for the comment period. He noted they would be willing to extend it seven days beyond the period. Mr. Del Vecchio noted that this simply would not be enough time. We need to review the 3

data. Mr. Del Vecchio also inquired as to if this information included the peer review study information the Board requested be compiled at the 05-19-06 Meeting. Mr. Lyons noted that they did meet with Dan Donahue on 05-19-06. At this meeting it was asked that three more pieces of data be investigated. Mr. Lyons noted that this was a very "time consuming" request. He went on to elaborate was needed to be done. Mr. Del Vecchio noted there were questions asked and that we were still awaiting answers to these questions. Mr. Lyons noted that Dan Donahue never requested anymore information or if he did, this was not communicated to him. He noted he would be happy to answer any further questions. Mr. Del Vecchio asked how much more time would be needed to gather this information. Mr. Berger expressed their wanting to move forward with the MEP A process. He understood that the Board needs the questions answered and adequate time to review this information. Mr. Berger hoped that with the reviewing of this information and the questions answered, the Board would be able to move forward with a positive position. Mrs. Elkort noted the history behind this area. She noted previously it was voted that Canton would not support this ramp. Mrs. Elkort noted that at today's meeting it was clear that the businesses and residents are still concerned with this ramp being built. She noted this is a major traffic concern for the Town. Mr. Berger stated he knew what an important issue this was to the Town of Canton. He noted that they expanded their scope to include the intersections in Canton that were of concern with the Town. He noted he appreciated the significance and stated the Town needed to be able to properly review this information. Mr. Berger noted that he felt when the town reviewed this information they would see a 30 to 60% reduction of cut-through traffic to the town. Mr. Del Vecchio noted he was uncomfortable voting to take action without the proper information. He noted he would vote to oppose this project unless he received convincing evidence that there was no harm to Canton with the going forward of this project. Mr. Del Vecchio noted he wanted in writing CCF's request for extension to the state, the questions requested answered in writing, the opportunity to meet with our consultant to review this information, the ability to meet with CCF to discuss this analysis, and pending the outcome the Town would file their comments. Mr. Berger claimed he had not received this information from Mike Trotta, but he would contact him to see what was needed. Mr. Salvatori noted he would like a written copy of MEP A's extension, if granted. 4

Mr. Berger noted he would like to have until the end of the week to deliver this to the Board. This would allow them the time needed to compile this information. Mr. Del Vecchio noted that until CCF confirms in writing the extension and agrees to the terms, the town is opposed to the project. Mr. Salvatori inquired if we could extend the comment period until August 11, 2006. This would allow the Board to review, discuss, and then vote on this matter during the 08-08-06 Board of Selectmen's Meeting. Mr. Berger asked if the Board would please reiterate their request. Mr. Del Vecchio stated the following: 1. At this time, we are in opposition to the project going forward until we review the traffic study report and our unanswered questions are explained; 2. The Board requests that all their questions be answered in writing; 3. The Board requests written confirmation from CCF of their extension date of 08- 11-06; 4. The Board would like a copy of the written extension CCF will receive from MEPA; 5. The Board will meet with their peer traffic consultant to discuss the data received from CCF; 6. The Board will then meet with CCF to discuss their analysis; 7. Pending the outcome ofthese meetings, the Board will file their letter before the deadline. Mr. Berger noted he has not received this information from Mike Trotta. He noted that they will contact DPW tomorrow and deliver these requests within the time frame. Mr. Berger asked that the Board give him until Friday to present the written extension request. He again thanked the Board for the opportunity to speak this evening.
