BOARD OF SELECTMEN MINUTES TUESDAY, AUGUST 10,2004 MEMORIAL HALL Present: Avril T. Elkort, Vice-Chairperson; Robert E. Burr, Jr., Clerk; Victor D. Del Vecchio, Member; Gerald A. Salvatori, Jr., Member; William T. Friel, Town Administrator; and Matthew A. Romero, Administrative Secretary Location - Salah Room, Memorial Hall Vice-Chairperson Elkort called the meeting to order at 7:08 PM. Blackman Road, Louise Street, and Meetinghouse Road Mr. Salvatori recused himself. Mr. Ronald Pasquarosa, Sr., Chairman of the Traffic Study Committee (TSC) updated the Board, explaining that the TSC had called a special meeting, as requested by the Board to discuss the traffic situation. Six members of the neighborhood had attended and all present discussed the issues. The TSC then voted unanimously to give the following five recommendations to the Board: 1. Reduce speed limit to 20 MPH. 2. Add crosswalks at six intersections at stop lines. 3. Request the Town Engineer to look into the cost to make crosswalks raised sidewalks. 4. Recommend narrowing intersections with granite curbing to form intersections to a 90-degree angle at Louise Street and Blackman Road, Meetinghouse Road and Louise Street and at Blackman Road. 5. Place signs on Edwards Street and Meetinghouse Road stating "No Through Traffic 7 AM to 9 AM and 3 PM to 6 PM. The signs are to be located on Town property away from the State owned Route 138. The TSC felt that installing sidewalks would not help improve the safety of the area significantly. The paving and curbing would be done at the same time, in many cases relocating already existing curbing; moreover, grass would be used to fill in the extra space. The project would be completed within 30 days. With respect to the change in speed limit, the Town would not have to advertise or wait for their implementation or installation. Mr. Burr asked if installing granite curbing would add a substantial cost, and Mr. Pasquarosa confirmed that there would be enough money from the Chapter 90 funding to cover the additional costs. Ms. Elkort informed the residents that Mr. Friel and Mr. Connolly had spoken with the Judge Rotenberg Center (JRC) and they confirmed that they would instruct their bus drivers not to use the Blackman Road neighborhood as a cut-through. Mr. Friel stated that he would send a letter to the JRC thanking them for their cooperation and reiterating their verbal agreement with the Town.
