Common Victualler License - Submax Inc. d/b/a Subway (subject to Building and Board of Health approval) Mr. Connolly read the application for the record. Mr. Robert Maxwell of Mansfield, the proposed owner, gave his background and explained that this would be his first Subway shop. He hoped to open within the next couple of weeks, and described the location to the Board. The motion was to grant the common victualler license subject to the approval by both the Building Commissioner and the Board of Health. Motion: Mr. Connolly Second: Ms. Elkort VOTE: 3-0 Water/Sewer Rate Policy Committee Update - Edward Sullivan, chairman WSRPC Mr. Sullivan infomied the Board that he expected a significant adjustment to the water/sewer bills during the next fiscal year, largely because the Town continued to be completely MWRA dependent. He explained that the increase was projected to be about $285K more than originally estimated for next year. While he did not have specific figures, they hoped to have them within a few weeks. However, 36K would be deducted off of the Town's bill from the MWRA due to federal debt servicing. Mr. Sullivan did not know when the Town's wells would be opened again, but pointed out that the estimated increase highlighted the importance of getting them online. He estimated that the Town was presently paying $1600/million gallons of water presently, and guessed that it could increase to as much as $I800/million gallons for the next year. He also explained that the MWRA had authorized 40M for INI, for which the Town was eligible. If granted, this would be a five-year payback- 45% grant and 55% no-interest loan. He also confirmed with the Board that they would prefer wait until after the election to hear the W/S Rate Policy to allow the new Board members to attend the presentation.
