BOARD OF SELECTMEN MINUTES
FEBRUARY 3, 2004
MEMORIAL HALL

Present: Victor D. Del Vecchio, Chairman; Avril T. Elkort, Vice-Chairperson; William
T. Friel, Town Executive Secretary; and Christina A. Carlton, Executive Assistant.

Location - Salah Room, Memorial Hall

Chairman Del Vecchio called the meeting to order at 7: 10 PM

Zoning Article Submissions - Paul Schneiders, attorney
Mr. Schneiders gave the background on the eight articles he was submitting on behalf of
his various clients.

St. John's - Father Doyle wanted to rezone 12 acres of the property because the church
was having trouble selling the land because of the present zoning. The money from the
sale would go directly to St. John's church and school.

Emerson and Cuming - Mr. John Marini, the sponsor wanted to rezone approximately 15
acres from "full industrial" to "general residence. He wished to develop about 6 acres
and leave the rest as "open space." It would provide 45-52 2-bedroom condominiums
with underground parking.

Ms. Elkort inquired if the Town would receive more taxes than from full industrial
zoning. Mr. Schneiders said he would provide a tax comparison. He further noted that
the current tenants were vacating due to the condition of the building.

Royall Avenue (two articles)- 1) adopt a new mixed-use zoning bylaw and 2) rezone the
area by Royall A venue to the new mixed-use zone. 60% of total building area would be
residential (12% ofthat would be affordable housing) with underground parking in the
housing units. 20% would be used for open space. The area currently provided
$25KJyear in taxes and would increase if rezoned.

Ledgewood/WoodclifJe - Mr. David McLelland and Mr. Edward Sullivan were
sponsoring the article to change the zoning back to Single-A residence zoning to aid the
residents, most of whom do not meet the criteria for AA residence zoning.

925-955 Turnpike Street (Two articles) - These articles would create a Turnpike Business
Overlay District. A private owner proposed to build a building for 3-4 smaller users. Mr.
Del Vecchio asked about the traffic impact, and Mr. Marc Koenig of Eclipse Realty
explained that he would be willing to conduct a traffic study and/or install a traffic light if
the Board required it. Mr. Del Vecchio requested that the entrance be from New Boston
Drive rather than from Route 138. Ms. Elkort requested that there be limitations on the
hours and sizes ofthe buildings. Mr. Koenig said he would have an engineer look into
the entrance and light on New Boston Drive.
