BOARD OF SELECTMEN MINUTES JANUARY 27, 2004 MEMORIAL HALL Present: Victor D. Del Vecchio, Chairman; Avril T. Elkort, Vice-Chairperson; John J. Connolly, Clerk; William T. Friel, Town Executive Secretary; and Matthew A. Romero, Administrative Secretary. Location - Salah Room, Memorial Hall Chairman Del Vecchio called the meeting to order at 7: 1 0 PM High Street Bridge Update Mr. Del Vecchio welcomed Senator Brian A. Joyce to the meeting, who gave an update on the Indian Line Farm, Metropolis Rink, and the High Street Bridge project. The Indian Line Farm land was still undergoing cleanup after which the (Environmental Protection Agency) EP A would have to deem the land safe for use by children, at which point the Department of Conservation and Recreation (DCR) could work with the Town to discuss recreational usage. The DCR remained willing to lease and/or use the property for recreational purposes after EP A approval could be secured. Senator Joyce informed the Town that he had been given informal assurance that the Town would be able to operate the Metropolis Rink and that it would not be part ofthe privatization effort throughout the state. The caveat, however, would be that there could be no expectation of additional state funding to maintain or improve the rink. He also touched on fiscal matters, discussing state aid for FY05. Because revenues had finally seen an increase, no further cuts to local aid were expected at this time. He then introduced Mr. Steven O'Donnell who gave the background for the project. He noted that there had been a great deal of discussion with Town officials and the bridge designers and that the project was moving in the right direction with regards to some of the previously discussed concerns. He explained that Senator Joyce had been part of the process as well, helping to come up with samples of materials, improvements in area lighting, and working with the Town to facilitate discussions with Amtrak to alter the present design plan for the protective barrier along the bridge. Mr. Del Vecchio thanked both Senator Joyce and Mr. O'Donnell for all of their efforts to help the bridge design turn out aesthetically pleasing for the High Street residents. PUBLIC HEARING - Administrative Code - Board decision - William T. Friel, Town Executive Secretary; Matthew A. Romero, Executive Office Administrative Secretary Mr. Connolly read the advertised public notice for the record. I:\Matt\80S Meetings 2004\80S Meeting Minutes 2004\80S Minutes - 01-27-2004.doc
