1. TOWN PLANNER, ROGER NICHOlAS -UPDATE

Housing Certification: A modified version of the draft given previously, was distributed to the members. He wants to get it right. He
wanted to know if they liked the document. He is revising the Streetscape improvement plan. He is working on the Master Plan. He
spoke about Emerson & Cummings and the Draper Mill. Recommended by the M.P. Committee is that the Emerson & Cummings
property would be good for a Chp. 40- B project, over 55 development. The Draper property would be suitable for affordable assisted
living; about 25% affordable. Once we are at our 10%, than 9.75 is satisfied. Master Plan Committee is looking for the Board's opinion.
Mr. Pineo, at the last meeting of the Master Plan spoke about the idea of moving the post office to Draper property and using it for a
Senior Center. Mr. Jenkins trying this idea 30 years ago but was not successful. The Board will look at the new draft for housing
certification and be ready at the next meeting to discuss a public hearing.

Route 128/195 Intersection to Dedham Street-the scope of work for the EIR is on hold with MA Highway. All projects will be reviewed
by the Governor. The slip ramp at 1-95 is still in the scope of work. More info from the Governor is needed to go forward.

2. ANRPLAN-21 UNlVERSITYROAD,GEORGEBATESjLINKMUNSON

Mr. Munson was present tonight to explain the four-sheet plans on a project he has been working on for years for George Bates, a
former client of Toomey-Munson Assoc. Mr. Bates has owned this property for many years. In February, the MDC acquired a
Conservation restriction on every drain. He is creating two lots out of one large parcel. One lot with an existing building on it, and the
remaining 119.3 acres will be conveyed to the Trustees of Reservations, along with a $400,000. donation for maintenance fund. It is
further complicated because there is some land court title, which would require separate plans, etc. MWRA has access rights over
University Road. It is a 75' wide strip.
They have frontage for Lot A and Lot 1, but not for Band C. He will label Lot Band C as "non buildable" on the plan to be signed. Mr.
Munson will comply with that request. Mr. Munson stated that it is not a building lot due to the Conservation restriction, which is
labeled in green, which is on the document. The Board has not seen the document referred to.

Upon a motion made by Mr. Comeau and seconded by Mr. Miller, the Board voted to approve the ANR dated
September 18, 2003 for University Road. Parcels B & C will be labeled on the plan as "not a buildable lot due to
insufficient frontage. Voted: 5-0 in favor.

3. ANR PLAN-935 RANDOLPH STREET-PETER FORNAMjMlKE MORSE

!-Ie is breaking the lot into Lot A and Lot B with adequate frontage and it meets the build factor of 23.

Upon a motion made by Mr. Comeau and seconded by Mr. Pineo, the Board voted to approve the ANR Plan dated
November 12,2003 by a vote of 5-0 in favor.
