MAPC-DESIGN REVIEW BOARD GUIDELINES

Upon a Motion made by Mr. Miller and seconded Mr. Comeau, the voted to extend the contract with
MAPC for the guidelines booklet until July 31, 2003 with no additional costs. Voted 5-0 in favor.

Heidi Samorak took this time, one hour, to go over the draft copy of guidelines she has worked on. Comments
were taken from the Board and inserted into the draft. At certain points, a sentence was deleted. These
guidelines were taken from various sources. Because the design board was in place, she took from their
comments. Some data was taken from other towns in the area. She will be back in two weeks to incorporate
ideas from the Design Review Board.

TOWN PLANNER- ROGER NICHOLAS UPDATE

He met with Scott Draper after the last meeting of the Master Plan. Mr. Draper stated that he is very interested
in working with the Master Plan Steering Committee and with the Planning Board in developing a revitalization
plan for his parcel. Mr. Pineo also attended that meeting and voiced that they are very interested in keeping
the knitting mill. Mr. Jenkins wondered why we are figuring a plan for a private land owner. We are spending
our money for someone else's use. The Chair feels that Roger should continue on this path, but we need to
know what kind of time is needed to put some kind of plan together. He suggests that Roger tries to
incorporate it in the Master Plan, if appropriate, then if Draper comes forward and indicates interest, then you
move forward. It should be a topic on the Master Plan. Defer to the Master Plan unless Draper expresses
extreme interest, was suggested.

The Master Plan Web Site is up.

He mentioned the MA Land Use Reform Act, which everyone was copied. The Chair mentioned that this is a
dramatic change on how Town's plan for business.

Zoning Articles - warrant will open on December 11 and close December 26. Non-zoning is open on Jan. 13,
closing Jan. 26. We need to have our zoning material available for review prior.

Public Hearing on the Master Plan is this Wednesday at 7:00 P.M.

He met with the Chamber of Commerce on the Add-a-Iane project by the State. Bids are going out to bid in
the fall. Pavement widening would be in the Spring for this section. Senator Joyce will introduce legislation to
have Design Build incorporating 1-95 improvements to Add-a-Iane. Under this legislation, the engineers would
be working for the contractors. Mr. Jenkins stated that is how Rte. 3 is being built. Mr. Merrigan will put a
letter together about our concern.

Rte. 138 Intersection Corridor Project, the intersection 25% design review is almost complete.
