PLANNING BOARD MEETING MONDAY MAY 12, 2003 7:30 P.M. SALAH MEETING ROOM TOWN HALL 801 WASHINGTON STREET Members present: David Merrigan, Chairman, Peter Pineo, Vice Chairman, Jeremy Comeau, Clerk, Dean Miller, George Jenkins Suzanne Feigen Secretary: Mr. Merrigan called the meeting order at 7:30 P.M. 7:30 P.M. INFORMAL DISCUSSION ON LOCAL INITIATIVE PROGRAM WITH ZONING BOARD MEMBER, GREG PANDO Over the year, we have been indicated with a number of 40-B projects, and wth this initiative he hopes that we can avoid this process again. With the census of2010 we may be faced with the same problem all over again. He hopes that the Zoning Board and the Planning Board could have a workshop to undertake technical amendments to the Zoning By-law, just for ease of interpretation. It could be open to members of other boards, and/or some of the attorneys that come before both boards frequently, and have some issues as well. Input that we may be of value in cleaning those up. He is looking to see how we can proceed on that process. He went over how these houses can look and how they will be smaller. He mentioned Res. B, and C districts is where they could fit in. In consideration for using this process, we could have a bonus lot, we could get the 10% affordability. If we continue along that way, we could find an agency in the Town that will keep track of this count and these units on an annual basis, so that we know where we stand. He thanked the Board for all their work. 7:45 P.M. UPDATE WITH TOWN PLANNER, ROGER NICHOLAS Frank Keefe may have some comments to add to the Board. He thanked Greg Pando and all his work in the CCEOD and he will be glad to work with him. When we go into the Master Plan, we will be doing something really creative. He strongly leans towards developing programs that are not dependent on State or Federal funding or State Legislation. He likes to work with the free enterprise system and provide incentives to do things in the areas we are trying to improve. He has been asked by the Master Plan chairman to ask the Planning Board if they would be interested in his 1
