Minutes of the Meeting of June 20, 2003.

PRESENT: Paul B. Carroll, Chairman
 Gregory L. Pando

ALSO
PRESENT: Sue Franco, Recording Secretary

The Board held a special meeting to begin deliberations of the petition of
Roseland Property Company, Ch. 40B petition, Randolph Street.

Mr. Carroll stated Mr. Fitzgerald was unable to attend due to a prior commitment.
Also present were Attorney Rich Gallogly, counsel for Roseland Property Co. and
Attorney Steve Connolly, an abutter to the petition.

Mr. Carroll stated Mr. Pando and himself are at opposite ends of the fence. He
stated he has been listening to the abutters' concerns and is not in favor of the petition.
He stated Attorney Bobrowski informed him that if the Board approves the petition of
Pequit Village for 138 units, that would not be enough to bring the town over 10%. He
stated if they deny Roseland, they will almost certainly appeal it, however, he wonders
whether there would be any changes in the legislature before the appeal got to HAC. If
they Board approves the 138 units for Pequit Village, maybe the HAC would look more
favorably toward the town in their determination. He stated he is very concerned that a
denial of Roseland would be overruled by the HAC and the petition would get in with the
original amount of units and no mitigation proposal for the town.

Mr. Pando stated that certainly no one wants a large impact in their own
neighborhood. He stated his position is to protect the interests of the entire town. He
stated the law is specific, the town has to meet the 10% mark. He stated it appears from
the latest information that Roseland will get 200 to 250 units in Randolph and Canton
will have no control over that. If that is done and the Board denies Roseland, the traffic
situation in Canton will be exacerbated and traffic mitigation will have to be done out of
the town's own money. He stated he believes an additional 180 units in Canton will not
make a huge impact on traffic, however, the petitioner will give the town money for
traffic mitigation. He stated the town would achieve the 10% mark with the Roseland
petition. He stated the mitigation package offered by Roseland would help the town to be
pro-active to counteract the Randolph project traffic. He stated in his opinion the Board
should approve Roseland, get the permits as soon as possible and be protected from any
other 40B proposals. He stated the 12 acre donation to the town could be a possible site
for a future elementary school, which he thinks will be needed down the road.
