BOARD OF SELECTMEN MINUTES MAY 13, 2003 MEMORIAL HALL Present: Victor D. Del Vecchio, Chairman; Avril T. Elkort, Vice-Chairman; John J. Connolly, Clerk; William T. Friel, Town Executive Secretary; and Matthew A. Romero, Administrative Secretary. Location - Salah Room, Memorial Hall Chairman Del Vecchio called the meeting to order at 7:00 P.M. Pleasant St. - Tony Zuena, Jim Miller Mr. Zuena gave a brief history of the Stoughton Water Connection project and the recent problems encountered. He explained that a different technique had been recommended for the project to install piping for the project. Stoughton has agreed to the change to regular trench type cutting for pipe installation. Mr. Zuena asked for the Board's approval for this new approach since they are co-signers with Stoughton. He admitted there would be a period of five days with limited travel with this alternative method. Whereas before traffic would not have been impacted. He said that the relevant people and departments had been notified (Fire, Police, etc.) and that the Conservation Commission would also be notified to sign off on the new method being used. The target date for the completion of all work including paving for this project would be the end of June. Mr. Jim Miller extended his thanks to the town of Canton, noting that this project could not have been completed without the Board's support, and also praised the employees of the town as well. Motion: Mr. Connolly Second: Ms. Elkort VOTE: 3 - 0 Mr. Zuena then provided to the Board's a summary of all ongoing water projects compiled for Mr. Michael Trotta's benefit. He explained that many of the projects were exceeding scheduling and performance expectations and that in general they are in good shape. In response to Ms. Elkort's inquiries about Wells 4 and 5, Mr. Zuena replied that the projection date for their completion would be late summer, early fall. He went on to say that realistically, thanks to these projects, between fall and early spring the town could be virtually off of the MWRA system. It would be a seasonal situation, but it will help cut down on MWRA usage. Intent to Appoint Michael Trotta to the position of DPW Superintendent Mr. Friel explained that the Board had already voted on this, so only signatures would be required. He noted that it was an individual employment contract written by Mr. Friel for Mr. Trotta. The Board had requested that Labor Counsel review and sign off and this has been accomplished. This contract includes a six-month probationary period. Mr. Del Vecchio officially welcomed Mr. Trotta to the Town. Mr. Friel mentioned that he had provided a list of items for Mr. Trotta to focus on. Mr. Del Vecchio expressed interest in I:\Matt\BOS Meetings 2003\BOS Meeting Minutes 2003\BOS Minutes 05-13-2003.doc
