Hotel Overlay District - Dick Staiti Mr. Staiti began by congratulating Ms. Elkort on her victory. He explained that he hoped to elicit the Board's support on the Hotel Overlay District (HOD) article, even though it is a Zoning article. He described the article's premises, noting that it would call for a creation of a hotel overlay district. He claimed there was no hidden agenda, and that while the HOD would apply anywhere the residents are protected by the terms of the by- law, which would address landscaping, lighting, signage, and also would control who can stay there for how long. He went on to explain the history behind this particular article. He noted that it was originally planned to be submitted at Special Town Meeting, but because it had elicited bad feedback from the residents, it was withdrawn. He also pointed out that the Planning Board recently voted 4 to 1 to support the hotel overlay district article. Mr. Staiti pointed out that the Selectmen would have to balance the potential additional sources of income from this project with the cost. In particular, he mentioned that while no lodging tax currently exists, it could be a potentially good source of revenue. I:\Matt\BOS Meetings 2003\BOS Meeting Minutes 2003\BOS Minutes 04-15-2003.doc
