That the Flexible Development will be in harmony with the general purpose of the bylaw and the requirements of General Laws, Chapter 40A, and the long- range Open Space Plan of the town; that it will not have a detrimental impact on the neighborhood, will be designed with due consideration for health and safety, and is superior to a conventional plan in preserving open space, minimizing environmental disruption, or allowing for more efficient provision of services.
