Except as provided in Section 5.5, below, the reconstruction, extension or structural change of a non-conforming structure in such a manner as to increase an existing non-conformity, or create a new non-conformity, shall require the issuance of a variance from the Board of Appeals; provided, however, the extension of an exterior wall at or along the same non-conforming distance within a required yard, shall require the issuance of a special permit from the Board of Appeals. -20-
