10.5.4 Procedure for Approval. Any person desiring approval of a site plan under this section shall submit said plan in quadruplicate, with application for approval thereof, directly to the Board of Appeals and at the same time or prior thereto the applicant shall submit a copy of the application and three (3) copies of such plan to the Planning Board, which said Board may, in its discretion, investigate the case and report in writing its recommendations to the Board of Appeals.
