In the case of a Co-Locator seeking a Permit for an Attachment to a Facility the Applicant of which is exempt in whole or part from the obligation to make a License Rental Payment for the Facility as provided herein, if any, such application shall be made jointly by Applicant and Co-Locator. Each must sign the application and Applicant must acknowledge in a writing in form and substance satisfactory to the Town, its obligation to pay the amount, if any, as a License Rental Payment due the Town in respect of such Attachment.
