Section 4. Duty of Committee, In General It shall be the duty of the Finance Committee to study the financial affairs of the town and to advise town meeting as to expenditures and recommendations for appropriations to be made by it. To this Committee shall be referred all articles of the Warrants calling for appropriations and those having a financial impact on the Town.
